Under the present-day conditions the role of the organizational relations increases sensibly. Some factors have a decisive role in this process. Simultaneously the role of the resources increases, too, and within this framework the role of the social resources. In this situational context it appears the necessity of establishing and transposing the human’s motivation for his developing activity into social actions. We want to raise several questions: what lies at the basis of changes in motivation towards work? Who hinders the movement of the sources of the progressive development of the society, i.e. the new innovation possibilities? Why do the self-governing issues become remarkably meaningful to the social managers’ work? Why does the role of the local social management increase? What measures do we need to take for the eradication of the insufficiency that exists in the local self-governing area?
