This paper represents an initiative to elaborate a rating that would evaluate and classify the cities of the Republic of Moldova from the business environment point of view. This is an attempt that would set the ground for a working methodology to evaluate the urban localities in our country. We have targeted the „Urban Business Environment” factor, considering it a vital one and of useful interest to the main target group of the cities – the economic agents, being as well necessary and important for the financial analists, potential investors, but also of a great utility to the mayors and resident enterpreneurs themselves.
