There is no social benefit more important than giving everyone the opportunity to work, concomitantly with ensuring an equitable redistribution of incomes, as a demonstration of solidarity with people in need. The main requirement of budgetary equilibrium is the integral coverage of expenditures on account of ordinary incomes of each budgetary year.
