Any state which proclaims the self-government and administrative decentralization must set a segment of public administration authorities to connect the central and local level. The territorial state administration represents a totality of state authorities organized on the basis deconcentration principle, which protect national interests in a specific area. This article is related to the concepts of public administration and territorial state administration, underlying the nature of this segment of public administration authorities, setting the correlation between these two phenomena, which are always mistaken. Since 1998, year when deconcentrated administration got legal bases for the first time, the state of Republic of Moldova has been looking for a new effective model of territorial state administration and many organization models of this administration have been tried. The present article reveals the evolution of territorial state administration in our country, as well as, some obstacles that have permitted to form a functional system of deconcentrated public service. |
