Rezumat

The present article analyzes the place and the role of bureaucracy in the political system of contemporaneous society, considered alongside the political elite, political party, pressure group and other political actors, one of the important mechanisms in achieving the political power. The author is undertaking a brief but a relevant analysis for the concept of bureaucracy proposed by sociologists, economists and political scientists, mentioning that the main issue under discussion by representatives of political science lies in the question if bureaucracy is compatible with democracy. It pays attention to the Weberian as well as to the contemporary concept and the phenomenon of bureaucracy, emphasizing that bureaucracy, for some reasons, has undertaken several transformations and is being seen as a dysfunctional and disruptive factor in the social mechanism. It shows that the phenomenon of bureaucracy and adjacent processes (human rights and free press, corruption and organized crime, human trafficking and labor migration, etc.) has included the entire social body, paralysis the activity of the state power vertically and horizontally, including the Republic of Moldova. Some recommendations and suggestions are proposed to optimize the administrative body which remains a major challenge for the upcoming years, which elite should address in the context of future administrative reforms.
