Rezumat

Our surveys was conducted in the period: the first - of December 2006 – February 2007 after 2005 parliamentary elections; and the second - from November 2009 to January 2010, which is less than six months after the July 2009 parliamentary elections in Moldova. The party functionary and expert surveys are often conducted at the time of or shortly after the parliamentary elections. Such timing of the surveys increases the probability that the respondents will most accurately reflect in their answers the nuances of parties’ positions – the periods of elections is usually a time of a heightened awareness about political issues both for the politicians and the public. Collection of empirical material for this research project was based on the survey of two categories of respondents: politicians (party functionaries) from all parties with high levels of electoral support and independent experts specializing on political issues. The surveys of party functionaries (also known in scientific literature as party elites surveys) and the surveys of experts are two techniques that are rather widely used for assessing party positions on important issues of political competition. The wording of the questions was an important element in preparation of the survey. The challenges of question selection can be understood in the light of political semantics theory. One can single out three levels of political arguments based on the postulates of the given theory. On the most abstract level, political arguments are based on ideological and philosophical concepts and principles.
