The given paper is an attempt to substantiate the necessity of carrying out the administrative-territorial reform in the Kyrgyz Republic, liquidation of the public administration duplicating organs, shift from a four-level administration to a three-level administration, establishment of the efficient system of public and municipal administration, systematization and precise differentiation of the duties and authorities within the system of public administration organs as well as among the organs of public administration and local government. Here were scrutinized the regulations reflected in the national legislation system, revealed the problems and presented the appropriate recommendations along with the development and adoption of the Kyrgyz Republic Code of the main public and municipal administration concepts.
