Europeanization as a notion has relatively recently appeared in the
European Studies. Due to this fact, Europeanization has diverse meanings
and a broad area to cover. Being focused on the idea of internal changes
within the state aimed at the European integration it can be interpreted differently
in accordance with the geographical, political, temporary, district
and / or other criteria.
Public administration is a distinct field of Europeanization. Being subjected
to the general logic of the Europeanization process, the Europeanization
of public administration is characterized by a number of distinct and particular
features.
The Europeanization of public administration remains vague and uncertain,
especially, for the states that are not members of the European Union.
Although, there are attempts to connect the European integration with the reform
in public administration, they fail to demonstrate direct relation
between Europeanization and public administration. It results from the fact
that there are no specific requirements for public administration forwarded
by the EU with regards to the states claiming the EU membership.
The major problem one faces while trying to approach the Europeanization
of public administration in the Republic of Moldova is to determine the
capacities of the EU to realize the Europeanization and the desire and capacities
of the Republic of Moldova to accept Europeanization. In this context,
the mechanisms, through which the Europeanization is realized, are of
significant importance. |
