Rezumat

The article analyses the financing of electoral candidates in Republic of Moldova. The electoral financial recourses is a very actual subject in post-soviet countries. Considering and studying this phenomena is necessary, but in the same time very difficult, because the electoral financial flows are not transparent enough. The Moldovan normative acts that regulate the electoral candidates’ and political parties’ sponsoring have a limited, underdeveloped and unstructured character. The political elite, political and civil society still do not understand the role of political life financing and do not have a concept about this element of electoral system and political life. The gained democratic experience and the international cooperation haven’t brought more than some minor changes in electoral sponsorship legislation. In Republic of Moldova only the electoral officials speak about electoral financial resources. Most of the times, electoral resources are a taboo for civil and political society. In the absence of any direct indicators (indexes) about the situation in the electoral financing system of Republic of Moldova, there is only the possibility to find out the real situation using some indirect indicators (indexes). These indicators (indexes) are the scandals about sponsoring political parties and politicians, including sponsoring during the electoral period, the relationship between legal and shadow economy, the ways of collecting and managing of fund by the political parties, the level of corruption and human nature characteristics. The financing of electoral candidates in Republic of Moldova is in a very difficult situation if considering the democratic exigencies. The legislation is not at the level of actual demands. The mechanism of law enforcement is very inefficient. Political parties, which appeared from civil society, has transformed into exploitative institutions of civil society.
