Rezumat

The passage to market economy through promotion of some radical and rapid reforms affected the social cohesion of majority central and east-european states, among them the Republic of Moldova. In these conditions, passing through a crucial process of political, economical and social transition, a particulary importance obtains the using of some efficacious international strategies to promote and impliment in national political practice the political mecanism of the tripartit social partnership institutions, as an important component of general political process of democratization in the labour market. The institute of social partnership, as an effective political mechanism, is a contemporary model indispensable for any democratic society that ensures the partnership between state, employers and employees. Thus, through the importance and the political influence of its strategies, is present the only example of tripartite cooperation at the mondial level - the International Labour's Organisation (ILO). Its strategies ensures an evolutionist and reformator character to the economical and social changes, especially in the transitionaly societies. ILO's strategical principles are: to respect the main rights in the labour sphere, dignified conditions of engagement and payment, the social ensurance of all citizens, the consolidation of tripartite cooperation and the social dialogue, the solving of a lot of problems like gender inequality, poverty, etc. Obviously the success of these implications are different from case to case. In Republic of Moldova, as in the most countries of the world, the „social concerting” of these actors tends to become an effective political mechanism of social consolidation, thanks to humanitary mission of ILO′s strategies. Republic of Moldova ratified the majority of ILO's main Conventions and Recommendations. The experience of previous decades put the bases of the political mechanism of cooperation between state, employers and employees. The specialists appreciates the modifications made in the law plane as positive. It works a national body of social dialog system - the National Committee for Collective Negotiations, and a lot of laws favouring the most representative employers and employees organisation's activity. Republic of Moldova must, as all others, try and fail in order to realise social peace within the frames of a world that is in an intense rhytm of globalisation.
