The thesis has been devoted to insufficiently researched in the Moldavian jurisprudence problem of material responsibility borne by the public authority for the infringement of human and civilian rights as a result of certain administrative enactment or failure to satisfy submitted petition in due time. Presently, the resulting legal relation can not be settled under the national legislation. Devoted to regulation of such by the Constitution of the Republic of Moldova was just a single rule and that is securing only a principle of state responsibility to an individual for the admitted infringements of legitimacy on taking decisions and investigating petitions submitted by the citizens. This very fact has stipulated the need for the theoretical development of a wide spectrum of issues related to the problem in question, such as notions, foundations, principles, subjects, types, ranges of responsibility for the damage inflicted to a citizen and human by the public authorities bodies and officials.
