Rezumat

In democratic societies the process of defining the public politics is very important because it supposes a plural approach of public problems. The whole administrative system of the country, as well as the society and other social groups, all these are involved in this process. The study of serious public politics stands as a goal for Republic of Moldova, in its way of governing and administration state. The complexity of contemporary public administration makes the defining of public policies be a component part of social reality. When trying to define these policies it is impossible to make a clear distinction between what goals to establish and what means to choose. At the same time, as the government is more involved in finding, comparing and choosing alternatives, as well as in applying these policies, the role of the civil servants also increases. Thus, both the permanent development of public administration and the implication of the civil servants increased the role of expert examination in the process of implementation of public policies. The process of defining the public policies is one of the most difficult to be promoted, especially when the public administration is on its way to democratic changes. The aim of this article is to explain some important moments linked to the defining of public policies and the difficulties the specialists have when trying to find the alternatives in order to solve the public problems.
