The collapse of the ideological system of cultural-religious and / or political type brought cardinal changes in different spheres of social thought among the population in the geographical area of Eastern Europe and the geographical area of Greater Romania. The metamorphoses of 1989-1991 produced in the Romanian and Soviet space coincided with the destruction of many of the values and systems of cultural, social, economic, relational values that were based on a communist ideological system or a cultural-religious system based on Christian teachings. One of the issues tabooed and exploited extremely in favor of authoritarian religious or political ideologies was the issue of sexuality and sexual relations between women and men. Specialized studies highlight the topicality of the phenomenon of sexual harassment in women in contemporary society, including in our country. From the analysis of the issue in question, it results the existence of several forms of manifestation whose identification is interpretable. Regardless of the nature and specificity of sexual harassment in women, the consequences are obvious both mentally and physically and on professional and career performance, which requires prevention and intervention measures. Knowledge of anti-discrimination, harassment and sexual harassment legislation is essential to identify abuses by employers, superiors or co-workers. Statistics show that every fifth employed woman is subjected to subtle forms of sexual harassment at work, and 4 out of 100 face severe forms of harassment. In addition to the issues discussed in this paper, we will try to analyze various issues such as the role of institutions in developing and adopting regulations to prevent sexual harassment. Although the legal framework explicitly prohibits sexual harassment in all social spheres, including the workplace, the reality shows that employed women often face abusive behaviors. Elaboration and adoption of the normative framework regarding the prevention of sexual harassment, which would determine: the concept of sexual harassment (including the definition of all forms of its manifestation, as well as bullying, virtual harassment, etc.); the responsible institutions and those to be involved, their competencies at central and local level; how to plan and carry out activities to prevent and combat sexual harassment; how to carry out actions in partnership, including the involvement of non-state actors and private individuals in actions to prevent and combat sexual harassment. In this context, the elaboration process must be participatory. Moreover, it will also analyze the possibility of changing the national public policy and the provision of prevention, intervention and rehabilitation actions in case of sexual harassment. |
