The Integrated Infrastructure Development Indicator (IIDI) taken as a measure of quantitative and qualitative estimation, has allowed the systematization of localities in the CDR of the Republic of Moldova according to the degree of insurance of public utilities infrastructure. It has been established that over 60.0% of rural localities recorded low or very low (<0.350) IIDI values. This situation is determined by the limited access of localities to quality infrastructure, it should be mentioned that only 17.8% of the local roads are paved; 34.0% of the households have access to centralized drinking water systems; and 11.0% to centralized sewerage systems. This category of rural communes has a significant share from total of the districts of Nisporeni (54.5%), Hîncesti (55.3%), Ungheni (61.3%), Rezina (83.3%) and Șoldănești 86.4%).
