Since November, 21, 1997, when the Electoral Code was adopted and the Central Electoral Commission obtained the status of permanent authority, Republic of Moldova has continued to implement democratic reforms in electoral field. The main goal of these reforms is to guarantee free and fair elections. It aims to constantly improve the electoral legislation and its implementation in order to ensure the compliance of the fundamental electoral rights of the citizens: to elect and to be elected. The modifications of the Electoral Code are based on the experience of the previous elections and the recommendations given by foreign experts from The European Commission for Democracy through Law (Venice Commission) and OSCE Mission in Moldova. A number of laws and regulations were adopted for the correction of legal deficiencies of Moldovan Electoral Code. The most important amendments to the electoral legislation which had a significant impact on organizing and holding elections are: establishment of the Central Electoral Commission, broad definition of the concepts “domicile”, “residence” and “declaration of residence”, implementation of the Electronic State Register of Voters, change of the election threshold etc. |
