The European Neighborhood Policy recently established as a result of the last extensions of the European Union on the 1 May 2004 and 1 January 2007 represents a new phase of development and continuous building of the European continent, fortifying the quality of international actor of the European Union.
The main idea of the ENP constitutes the establishment of “a circle of friends” in order to create an area of prosperity, stability and security in the European Union neighborhood, for the benefit and interest of the EU, as well of the partner countries.
The European Neighborhood Policy is not an enlargement policy but this significant process, taking into account its added value for the unification of the EU, is not excluded from the ENP substance.
The main scope which paves the Neighborhood Policy of the EU relates to:
i) the necessity to avoid new diving lines in Europe, and;
ii) the enhanced development of relations with the countries from the neighborhood, on the continental level, as well as international.
The ENP sets a set of principles such as the geographic or the proximity to the EU borders for the delimitation of the states that are covered by the Union vicinity.
The principle of joint ownership supposes the joint active involvement of the European Union and of the neighboring country in the implementation of the European Neighborhood Policy. A new principle introduced is the differention which paves the relations of each state separately with the EU in the process of implementation of the ENP. The Strategy Paper of the European Neighborhood Policy foresees two wide areas which guide the entire set of priorities and which are at the basis of the relations between the EU and the partner country. These areas are as follows: i) Priorities relating to the commitments to specific actions which confirm of reinforce adherence to shared values and to certain objectives in the area of foreign and security policy. ii) Priorities relating to the commitments to specific actions which will bring partner countries closer to the EU in a number of priority fields. |
