The Common Agricultural Policy (CAP) has undergone a number of major transformations and reforms during its lifetime. One of the challenges facing the CAP has been the enlargement of 2004 and 2007, when the number of farmers increased considerably. That is why the European Union has proposed a series of financial measures to help these farmers cope with the common market: encouraging early retirement, support for less-favored areas, environmental protection, support for alignment with European standards, and so on. The Common Agricultural Policy is still in the process of being reformed, embedding it in a political context that is needed to respond effectively and urgently to climate change and biodiversity loss. The post-2020 CAP must be in line with the international objectives of the Paris Agreement and the Convention on Biological Diversity and, at the same time, promote strategies to mitigate increasingly difficult natural conditions to ensure long-term food security. Thus, the common agricultural policy has evolved and continues to respond to the changing needs of societies, food security, environmental protection and the encouragement of fuel-efficient crops, are gaining in importance and especially such promising approaches (e.g. " eco-schemes') have been included in the reform agenda. |
