The rural areas of the Republic of Moldova face big challenges on the water supply and sanitation (WSS) services provision and infrastructure. Having in place all the policy planning documents in the WSS sector at the national and regional levels, considerable part of the population in the villages have very serious problems, transporting water for everyday use from one locality to another. The situation regarding the water quality is even worse, the local health authorities and public administration not having capacities for control. In the context of climate changes every year the situation becomes more vulnerable. Many localities that previously had water from local sources from underground today suffer from water scarcity. A new feasible approach towards the management of the water resources and management of the water supply and sanitation services provision becomes indispensable, this being the aim of the present paper. The author concludes that the integrated systemic and creative insight at the national level, targeting the formulation and correlation of general objectives in the main policy documents is needed in order to cope with nowadays challenges, vulnerabilities and key issues in the sector. The solution is considered to be the development of the systemic approach in the sector that would insure the correlation, coherency and consistency of the policies on water resources and planning of WSS services at all levels and ensuring the functional feasible tools to connect the respective policies to the rural /local realities. This could be realized in a national planning document for the sector, a master planning, that definitely is missing in the scenery and the missing point leads to inefficient investments due to non strategic technical and financial infrastructure connections. |
