Rezumat

T he dynamics of labour resources in Gagauzia during the transitional period show that in all economic branches tide of employed population from formal sector to informal sector of activity observe. Such sharp changes in forming labour market allowed to set up a question about the flexible labour force. The need for flexibility became one of the driving forces of the professional education and training systems reform. The effectiveness of before used approaches towards professional education and re-training of people was put as asubject to doubt it. This led to reviewing the aims of professional education and training as whole and aims of preparing for labour activity specifically. The emigrants from Gagauzia are the part of human capital with high potential and specialized professional education. Consequently the education system not taking part in the production of the material values, is involved in the production. This labour satisfy the society needs in special economic welfare, which are called educational services. Educational services are the system of know ledge, skills and abilities which are used in order to satisfy different education needs of the person, society, state. Educational services product and develop people’s working power, increase their abilities for the fulfilment of more difficul and qualified work in all spheres of the economy.
