The fact concerning the process of public administration reform, as an attribute and commitment assumed by the Republic of Moldova towards development partners, in order to accelerate its rapprochement with the European Union, is presented in this article. The tardiness of this process is determined by several legislative and political factors, which arbitrarily and unequivocally exclude the clear limits of delimitation of areas of competence between public authorities of different levels to the detriment of local authorities. Through the public administration reform, the aim is to reallocate the mandates of the central and local public administration by clearly delimiting the role, functions and competencies exercised by them. In order to achieve these goals, it is necessary to adopt the decision on starting the administrative-territorial reform and to create premises for providing LPA with sufficient financial resources by consolidating the fiscal base and streamlining the management of LPA public property.
