The successful formation of a “smart region” on the basis of an innovative partnership should primarily be based on the existing capabilities of information technology. First of all, this is the provision of digital services to citizens in their daily life and the introduction of e-government tools at the levels of the region. Despite the obvious advantages, the implementation of this concept did not receive the expected development. In turn, this has led to the limited involvement of citizens in the smart transformation process. It is shown that the further development of e-government practice will provide a solution to the problems that limit the development of the concept of smart transformation of the region. The main attention should be paid to the development of interactive communication at the G2C and G2B levels.
