In the current paper, we discuss the application of Information and Communication Technologies in the context of urbanisation and development of smart cities. It analyses the key components of a “smart city” in the light of emerging technologies. The paper explains the challenges and difficulties of introducing such a paradigm and forecasts its social and administrative impact. The emphasis is certainly on the increasing role of smart communities. Digital transformation involves a collective effort from administration, private sector, and community itself.
