Rezumat

Decentralization of power is a goal undertaken by the Republic of Moldova for the modernization of public administration in order to provide quality services to its citizens. The National Decentralization Strategy (NDS), the main policy document on decentralization of power, was implemented with delays and inconsistently, the reform being, de facto, compromised. The lack of political will is the main cause of the failure of the decentralization of power, or, the political power, deliberately delayed the achievement of the NDS. Using indirect tutelage (reduction of LPA’s own revenues), the policy subordinated its local public authorities, turning them into an electoral instrument. In other words, the conceptualization of the reform (SND) did not respect the doctrinal postulates, but also the practices of advanced democracies in this regard. In order to achieve the expected objective, it is necessary to reconceptualize the vision by updating the NDS and the Strategy on public administration reform for 2016-2020, respecting the doctrinal postulates and theoretical rigors, but also taking into account the successful experiences of European Union countries.
