Continuous improvement and learning becomes a first requirement for public administrations and the people, who work in them, in an environment characterized by rapid changes on a global scale. Public administrations, as organizations, are called upon to adapt to this environment. Lifelong learning and capacity building are essential in order to be able to meet the current challenges in the economic, social or demographic spheres on the basis of sustainable, intelligent and inclusive development. The public administration, as a social organization, has not remained indifferent to the profound social and technological transformations. Both its functions are exposed and the way of dealing with citizens, who have undergone profound change from the early 80s of the last century to the present. Thus, new models of public management have been implemented, mostly oriented towards serving citizens; for this purpose the use of communication and information technologies has spread widely.
