The concept "international standard" covers the contents not only the universally recognized norms and the principles of international law, the international contracts. It is offered to include in it as well numerous documents of advisory nature which are developed for effective realization of the above norms and principles; the best practices of foreign countries on formation of new institutes of the criminal procedure right which emergence was result of real implementation of provisions of international law or, on the contrary, formed a basis for formation of new international standards.
