The actuality of this problem is due to the role of the legal status of homeless citizens, as stateless persons, which allows us to speak about the unproductive implementation by the legislative body only of the system of international law without taking into account the existing social realities in the state. Thus, the modern Moldovan reality clearly demonstrates the appearance of a new form of legal status of citizen of the country as a homeless citizen, to whom, directly on a statutory basis, the state withdraws the citizenship of the Republic of Moldova due to the social status of the individual. In this case, the author focuses his/her attention on the problem of the mechanism of domestic legal norms related to the procedure of exercising the subjective rights of homeless citizens, as citizens of their country, which justifies the idea of the phenomenon of the statelessness in this ethno-category of society.
