Rezumat

Public policy efficiency and effectiveness evaluation as basic problems in public finance for policymakers both in Europe, Asia and America are widely criticized for debt accumulation and growth restriction. To address them, developed countries have been implementing advanced mechanisms for state policy economic instruments evaluation. Amongst two basic approaches combination for policy instrument evaluation methodology (theory-based vs. evidence-based) developed countries prefer to apply theory-based, that have complicated and more sophisticated configuration due to the institutional, informational and political background. Thus. in CEE countries, inherited inefficient public policy mechanisms and societal mistrust, evidence-based methodological approach for policy and instruments design is desired. So, instead of copying advanced policies, developing countries should focus on step-by-step partial (not “package”) voluntary implementation of existing mechanisms (Alert Mechanism reporting altogether with gradual Stability and Convergence Programs integration) that will enhance the informational base for policymaking and bring comparable data for cross-country analysis and competitiveness measurement.
