The role of the public authorities within the state and its exercise of state power, the way they are organized, their role and collaboration for reliable legislative, executive and judiciary state functions constitutes a standing discussed issue in the Republic of Moldova since its independence. All the debates held on this topic have highlighted the importance of efficient exercise of state power, a fact impossible with no clear constitutional delimitations of the public authorities’ functions and certain correlation among them. Constitutional attributes of the state power have the role to estate a balance among state institutions and prevent any possible function abuse. The relationship between Parliament and President is considered to be the most discussed topic of the issue.
