Rezumat

Parliament is the main authority representative political system in a democratic society, especially in the context of a parliamentary regime. The major mission of the legislature is determined not only by its representative character and the mandate given by the citizens entitled to vote, but also to its functions and duties. The Parliament of the Republic of Moldova is the unicameral assembly of the state. Its 101 members are elected by direct popular vote every 4 years. In 2000-2016 the parliament elects a president, who functions as the head of sate. The president appoints a prime minister as head of government who in turn assembles a cabinet, both subject to parliamentary approval. According to the Constitution of Republic of Moldova, the Parliament is the supreme representative organ and the single legislative authority of the state. The right of legislative initiative belongs to the Members of Parliament, to the speaker (excepting proposals to revise the Constitution) and to the Government. In exercise of this right, members of parliament and the President of the state present to Parliament draft papers and legislative proposals, while the Government presents draft papers.
