New global challenges menace the democratic modernization all over the world, including in Republic of Moldova. The most severe of them are the human security risks in the context of the process of globalization. This notion of ”human security” represents a new concept in contemporary security studies dealing with the most acute security challenges to the wellbeing and for the integrity of the human person, comprising such basic components as the liberty of necessities, liberty of fear and the liberty to live with dignity. The liberty of necessities become an achievable goal, as a state of the person where the specific needs of this human being (physiological, spiritual and social political) will not impede his progress. The freedom of fear is, moreover a psycho-emotional state of the human being, allowing him to be exempted of worry and dread of future as a natural outcome of implementation of sustainable policies and strategies. The liberty to live with dignity is related to the right of the person to be protected from attacks and menaces to his self-respect and selfesteem. The modernization and democratization of the Republic of Moldova is treated in the article from the human security perspective.
