Rezumat | ||||||
The study examines some issues regarding the three dimensional nexus: elitist power - political modernization - bureaucratic power through the new paradigm of democratic governance. At the same time, important references are made to the essence of elitist power and bureaucratic power, the nature of the relations between the political elite (politicians) and bureaucracy (civil servants) in the context of the multidimensional modernization of the Republic of Moldova. It is concluded that the political modernization of the Republic of Moldova, being an aspect of general social changes and a dimension of development, reflects the mechanism of „restarting” and refining the whole politico-administrative system in the direction of promoting in practice the good governance and the bureaucratic organization based on democratic principles and the rule of law. The whole analysis undertaken, systematically and constantly, contemplates the national context in which the political elites and the bureaucratic organization evolve, strongly marked by the processes of Europeanization and European integration, processes associated with the political and economic modernization of the Republic of Moldova. |
