Rezumat

The first and most important characteristic of a new type of society is quantitative. We are dealing with the outnumbering mass of people. Demography determines the transition from an agrarian society to an industrial one, where there is not enough land for everyone; and from an industrial to a postindustrial one, where there are not enough workplaces in production because of the global labor market and, as a result of the growing well-being of the population, a need for services increases. Overproduction of goods and services is the challenge to the labor economy of post-industrial society. Even the elite goods through mass production and marketing become a consumer product. One type of overproduction is the surplus of talented, talented specialists in the labor market, which becomes possible not only because of the unprecedented amount of HR, but due to the globalization of the labor market, increased competitiveness, openness of knowledge. From now on, business information is not a part of a workshop, as it was in the Middle Ages. French encyclopedists began the process of dissemination of knowledge. The processes of learning, improvement, personal growth are available more than ever before. In team games, there is a “too-much-talent” effect, when an excess of genius influences performance. What’s critical is not how many talented people are in a population, but how efficiently all resources are used through planning, economy and synergy strategies. Hence, such social flexible skills as MQ (moral intelligence quotient), EQ (emotional intelligence), WQ (will intelligence), PQ (pactical intelligence), SQ (siritual intelligence), AQ (adversity intelligence), DQ (daring intelligence), FQ (fnancial intelligence), HQ (health intelligence), TQ (training intelligence). The topic of redundancy of the political elite is one of the central themes of the Mahabharata. P. Turchin writes about the surplus of national elites as the driving force of the revolution in Petrograd that took place 100 years ago and the determinant of cliodynamics in general. Revolutions, revolts, the fall of civilizations are predictable, they are calculated mathematically on 50-200 year cycles based on the overproduction of elites. This model is well superimposed on the explanation of the instability of Ukrainian society, where, as a result of overproduction and the inability to occupy the elite, competition within this class is prominent. To overcome the crisis of overproduction, the author proposes the development of the concept of an intelligent society. There are enough reasons to believe that we have reached the technological limits in the development of our industrial and post-industrial economy and the future of the Earth depends on the development of a new environmental consensus. Not only in environmental management, but also in the ecology of the spirit, in such matters as bioethics, animal rights, self-restraint in the development of technologies. The next stage after the post-industrial society is a smart society, that is based on prudence, ecology, accounting, knowledge, education, the wisdom of life. Survival of the world is depends on simultaneous increase in production efficiency and self-restraint in consumption with close attention to environmental issues. The demographic policy of an intelligent society is to maintain a population balance. The concept of GDP growth will be revised in favor of sustainability indicators. Education and youth are in the special attention of smart society.
