The Constitution of the Republic of Moldova provides the popular initiative to revise the Constitution in article 141 paragraph (1) letter (a, according to which the revision of the Constitution can be initiated by a number of at least 200,000 citizens of the Republic of Moldova with voting rights. The citizens who initiate the revision of the Constitution must come from at least half of the administrative-territorial units of level two, and in each of them at least 20,000 signatures must be registered in support of this initiative. However, this formulation of the constitutional norm constitutes a blockage in the way of the popular initiative to revise the Constitution, because, to date, despite the numerous attempts of the citizens to initiate the revision of the Constitution, none of them has yet been finalized. In the present article we set out to analyze the current mechanisms of the popular initiative to revise the Constitution of the Republic of Moldova, the causes of the existing blockage and the ways of solving it.

Constituția Republicii Moldova prevede inițiativa populară de revizuire a Constituției în art.141 alin.(1) lit.(a, în conformitate cu care revizuirea Constituţiei poate fi iniţiată de un număr de cel puţin 200 000 de cetăţeni ai Republicii Moldova cu drept de vot. Cetăţenii care iniţiază revizuirea Constituţiei trebuie să provină din cel puţin jumătate din unităţile administrativ-teritoriale de nivelul doi, iar în fiecare din ele trebuie să fie înregistrate cel puţin 20 000 de semnături în sprijinul acestei iniţiative. Totuși, această formulare a normei constituționale constituie un blocaj în calea inițiativei populare de revizuire a Constituției, deoarece pînă în prezent, în pofida numeroaselor încercări a cetățenilor de a iniția revizuirea Constituției încă nici una nu a avut finalitate. În cadrul prezentului articol ne-am propus să analizăm mecanismele actuale a inițiativei populare de revizuire a Constituției Republicii Moldova, cauzele blocajului existent și modalitățile de soluționare al acestuia.
