Rezumat

The purpose of this article is to bring to light the question of the legitimacy of international environmental law and attempts to address it through the social dimension projected by the instruments of environmental institutions. More specifically, so far, international law specialists have focused on monitoring the process of implementing environmental standards, but their legal connection raises technical questions that cannot be eliminated when attention is paid to national authorities. Foreign environmental targets can amplify the requirements for national socio-economic adjustments. On one hand, effectively addressing the question will require an authoritarian system of international governance, which does not directly depend on the consensus of states. This might consequently discredit the component of social-awareness in the environmental planning process. On the other hand, the conflict between international recommendations and local policies may jeopardize the alignment of social-ecological interests.
