Rezumat

In modern conditions, education is seen as the main component of the formation of human capital. This is due to the fact that human capital is defined as the main factor in the development of the country and the quality of life of the population. Higher education is positioned as a component of the productive forces, satisfying, firstly, the needs of the individual in obtaining knowledge, skills, competencies, and secondly, the needs of the economy in training specialists of various profiles capable of ensuring the reproduction of competitive personnel and the formation of human capital. At the beginning of the 21st century, Georgia's economy faced systemic challenges that reflected both world trends and internal barriers to development. One of the main challenges is the increasing role of human capital as the main factor of economic development. Human capital, which generates income, is the object of investment, the most important of which is the cost of obtaining high-quality higher education, which led to the development of a strategy for modernizing and developing education in Georgia. The year 2018 is the year of fundamental reform of the higher education system, the main principle of which was the correspondence of education priorities with demand in the labor market. Successful implementation of the educational reform requires precise, step-by-step transformations in the management, development and implementation of effective solutions. Educational management closely resembles the issues of quality management of education - the process of quality formation, which represents a set of systematic actions to study the needs of customers of educational services in universities, the development and implementation of basic and supplementary educational programs, provision of resources.
