Rezumat

Study aims to analyze and assess civil society’s partnership with the public administration in different aspects, especially from the point of view of the particularities of the non-governmental sector in Moldova. The primary purpose of this document is to determine and formulate policy variants to strengthen the Moldovan civil society. Within the framework of this research have been addressed the main problems and obstacles faced by the non-governmental sector in terms of institutional, legislative and financial. It has placed particular emphasis on the ability to obtain financing by the non-governmental organizations, on their ability to relate with other sectors and on technical conditions of work. Research tried to highlight the current situation on the relationship between state, international donors and NGOs in the field of financing sources of the reforms in the education system. Also, it has resorted to an examination of the relevant legislation for non-governmental organizations and how it may influence the imperfect development of civil society. For this purpose have been analyzed: the law on public associations, the law on access to information and the law on the right of Association. In addition, it has also highlighted the low level of public trust in NGOs and the factors that influence this. It takes a great strategy socializing default constant communication with the entire society and disseminating the output of the associative sector, in which shall be recorded and the elaboration of this study.
