У статті аналізуються законодавчі підходи до врегулювання гарантій діяльності вищих органів фінансового контролю в деяких європейських і пострадянських державах (країнах континентальної системи права). У порівняльному аспекті з’ясовується конституційне закріплення статусу вищих органів фінансового контролю та його регламентація в спеціальних законах (інших нормативно-правових актах), дотримання рекомендацій Лімської декларації керівних принципів контролю. Визначаються спільні та відмінні риси законодавчих підходів до врегулювання гарантій діяльності вищих органів фінансового контролю та висловлюється авторське бачення щодо можливого запозичення окремих положень у зазначеному напрямі в українське законодавство.  

In the articles analyzed the legislative fittings are for regulation the guarantees of activity of higher organs of financial control in some European and post-Soviet states (countries of the continental system of right). In a comparative aspect the constitutional fixing of status of higher organs of financial control and his regulation turns out in the special laws (other normatively legal acts), observance of recommendations the Declaration of leading principles of control (Lim’s Declaration). General and excellent lines are determined in the legislative fittings are for regulation guarantees of activity of higher organs of financial control and author vision speaks out in relation to the possible borrowing of separate positions in this direction in the Ukrainian legislation.
