Rezumat

The article analyses the concepts of social exclusion, social inclusion and disability as factor of vulnerability. The authors highlighted the transition to policies development based on social inclusion approach. By ratifying the United Nations Convention on Rights of the Persons with Disabilities in 2010, the Re-public of Moldova has committed to take actions in treating people with disabilities without discrimination, improve and enforce social inclusion policies, combat stigmatization and social exclusion and to involve persons with disabilities in decision-making process and to promote equally access in all aspects of life. This article presents the achievements completed by the state on social inclusion of persons with disabilities and emphasizes the challenges.
