Changes of the environment, in which we are involved, need also competitive knowledge which will give the possibility to solve the most difficult situations. There for, it is more entailed today professional training of specialists from all spheres, including those from public administration. This is a indispensable requirement for all persons with leading positions from public administration. However, communication remains the base of a civilized culture in a multilanguage society. But what the importance of a language means without communication function? Let us fancy that human society communicate nothing during a day, a week, a month, a year. What would happen? Would people be able to work and enlighten something in common? Would the society be developed? Probably we would lose anything.
