Article submitted for publication justifies a strong need of different countries’ economies in the establishment of the budgetary balance. It reflects the evolution of various concepts related to the state budget deficit and installation of its balance. It also specifies European countries’ and the U.S. experience in the field budgetary balance. It designates key methods that have been applied in different countries at different stages of development in the field of budget deficit reduction and establishment of balance of the budget. There are presented main concepts in the field of budgetary revenues and expenditures and their impact on the budgetary balance. Experience that was analyzed in the present article serves as a basis for preparation of recommendations of state‘s measures that are applicable to the Republic of Moldova for equilibration of its budget.

Articolul fundamentează necesitatea stabilirii unui echilibru bugetar. Este refl ectată evoluţia diferitelor concepte privind chestiunea bugetului echilibrat. De asemenea, este specifi cată experienţa ţărilor europene şi SUA în domeniul echilibrării bugetare. Se examinează principale metode care au fost aplicate în diferite ţări ale lumii la diverse etape de dezvoltare a acestora în domeniu reducerii deficitului bugetar şi stabilire a echilibrului bugetar. Sunt prezentate principalele concepte în domeniul cheltuielilor şi veniturilor bugetare şi influenţa acestora asupra soldului bugetar. Experienţa analizată în articolul prezentat a servit drept bază pentru elaborarea recomandărilor privind măsurile de echilibrare bugetară aplicabile în cazul Republicii Moldova.
