Rezumat

The Economic theory provides the conceptual variety for externality, which in one form or another, is leading to the fact that they are goods whose production or consumption indirectly affects other people than they produce or consume them. To achieve the objective of our study, an evaluation should be performed in terms of fiscal costs and public benefits, we will try to conceptualize externalities in terms of costs and benefits. Therefore, an externality is a cost or benefit imposed on people other than those who sell a good or service. The creator of the externality will not be compensated for involuntarily offering a good for public use, but he will not pay extra for that will of unwittingly creating a public disservice. Also, the recipient of the externality, in turn, is not compensated for the costs required for the protection of public detrimental effects, but he also will not pay for additional benefit conferred by the existence of a public good. These costs and benefits are classified as «external» because it does not reflect the costs or benefits associated with the producers and the buyers of these goods.
