At the Dublin European Council in December 1996, the Stability and Growth Pact was adopted, this beeing a political agreement between EU Member States, aimed at coordinating national fiscal policies in the Member States of the Economic and Monetary Union, to ensure a climate of stability and fical-budgetary prudence. The new fiscal treaty is part of the Treaty on Stability, Coordination and Governance in Economic and Monetary Union and brings new rules to strengthen budgetary discipline in the union, but bringing this time, penalties for Member States that have signed, but do not comply with the rules of the Treaty. |
