This article analyzes the interdependence between the government process and political crisis in the Republic of Moldova. A special attention is given to the democratic deficit as one of the main problems faced by the „new democracies” and by the European Community. The article shows that the difficulties faced by our country come from the lack of strategic concepts regarding modernization and democratization of society in all its fundamental aspects (political, economic and social). It concludes that democracy, in essence, must be seen not as a consumer’s good, but as a mean by which the rule of law works and the human rights are respected.
