It is now unanimously acknowledged that the value of an administration lies not so much in the material and financial means at its disposal, but in its human potential. Given the fact that to a large extent the implementation of political decisions, economic and social progress depend in the first place on the quality of the administration, it is understandable that special attention in the foreground must be paid to the issue of professional career and career management. Thus, a career development program should aim to eliminate the frustrations due to the non-recognition of merits by management, society or the low level of salary of the civil servant, taking into account the evolution of his personal qualities and performance, depending on the level of training and experience accumulated. |
