Also on September 6, 1940, King Mihai I issued a new royal decree by which the chief executive received full authority in the Romanian state. Compared to the royal decree issued by former King Charles II, the new sovereign no longer had the power to conclude treaties, adjust laws, and appoint undersecretaries of state and ministers. However, the sovereign had the task of appointing the president of the Council of Ministers, endowed with full powers, a power which he will make full use of during the event of August 23, 1944. |
