Mental health is the foundation, but also a vital necessity of every human being. In this respect, individual, familiar and obvious responsibilities of the status and the associative sector are needed. The health system has an essential contribution to make. Mental disorders become common, which conditions the increase of morbidity, prevalence, but also disabilities. The reform of mental health services has been introduced in different countries, mainly European with the increase of Community Mental Health Centers. An important role in these services belongs to the family doctor, the territorial health centers, the family, and, essentially, the Psychiatric Hospitals. The special principles are accessibility, complexity, continuity, adaptability, efficiency, equity, respect for rights, involvement of beneficiaries, rehabilitation of partnerships in the provision of services.
