The Romanian Ombudsman is an institution created by the Constitution of 1991 that aims to protect the rights and freedoms of people in their relations with public administration authorities. These concern human rights, equal opportunities for men and women, the right to religious freedom, and the rights of children, families, young people, pensioners and people with disabilities. During the Covid-19 pandemic, since the establishment of the state of emergency on the territory of Romania by Decree no. 195 of March 16, 2020, the Romanian Ombudsman assumed the role of constitutional guarantor of fundamental rights and freedoms, calling on the population to report any situations that would raise suspicions regarding the violation of these rights. This paper aims to present, among the numerous actions undertaken by the Romanian Ombudsman during this period, the notifications addressed to the Constitutional Court of Romania with five exceptions of constitutionality.
