The end of the XXth century has brought into discussion the elite's role as of their expression, evolution and even creation of the popular nationalism, credited by personalities or groups (elites) playing a catalyst role in the changes occurred in the end of 80's beginning of the 90' of the XXth century, particularly in the Europe influenced by soviet authority. Undoubtedly, the elites affect impact the expression of the popular nationalism using for its own sake, however there is no connection as such or a decisive role of the elites in the nationalism creation and its manifestation. There are plentiful cases that prove elites failure in attaining nationalism, specifically in the desired theoretical expression and outline. Elites are neither sufficient nor indispensable in attaining nationalism, though they can surely mark the popular nationalism.
