Rezumat

This study examines the relationship between good governance and democratic development of countries in full social change and political modernization. It is argued that in order to achieve specific objectives (deepening democratic reforms, improving the standard of living of the population, respecting human rights, forming the rule of law, ensuring national security, etc.), the Republic of Moldova is in dire need of such „good” governance ( with institutional and social performance), as well as a „good” democracy (as a system of functional governance), in the sense of a natural and rational functioning of democratic institutions. At the same time, good governance is shown to be complex and of significance to the destiny of citizens and society as a whole, because the implementation of the key elements and principles of good governance becomes imperative in the act of governance. It is concluded that good governance, as a public issue of the effectiveness of political power, can be improved by raising the responsibility of governors in promoting democratic reforms and increasing the political-administrative capacity of the state in the effective management of public affairs, so that democracy would become functional, and society - decent.
