At the time of Bessarabia Union with Romania on 1918, the territorial-administrative unification on the territory of this county with the rest of kingdom has been imposed. In this context it can be emphasized the territorial-administrative reforms which were performed on the territory of Cahul county. There were different stages during the realization of the territorial-administrative reforms as follows: beginning with 1918 until 1925 there was a transition from the institution of zemstva to the functional-administrative concept of the Kingdom. At the same time, more stages were held regarding the territorial demarcation of the county and their adaptation to the functional rigors on the territory of Romania during the above mentioned period.
